Prime Minister Benjamin Netanyahu‘s war Cabinet had previously decided to continue the military operation in Rafah in the south of the Gaza Strip in order to increase the military pressure on Hamas and achieve Israel’s war aims.
“While the Hamas proposal is far from meeting Israel’s core demands, Israel will dispatch a ranking delegation to Egypt in an effort to maximize the possibility of reaching an agreement on terms acceptable to Israel,” a statement from Netanyahu’s office said.
Egypt and Qatar had brokered the proposal, the content of which is still officially unknown.
The Israeli military had previously called on the approximately 100,000 inhabitants of the eastern part of Rafah on the border with Egypt to move to the al-Mawasi camp a few kilometres to the north. The United Nations and the governments of numerous countries, including Germany and France, warned of the consequences of a military operation in Rafah.
Demonstrations in favour of a negotiated solution for the release of the hostages held by Hamas took place in several Israeli cities on Monday evening. “Time to decide – life or death,” read a large banner at a demonstration by relatives of the hostages abducted to the Gaza Strip on October 7.
“Instead of ending the war in order to return all the hostages home, the government is threatening a military operation in Rafah that will endanger their lives,” said a representative of the families.

(Bloomberg) — Israel closed the Kerem Shalom humanitarian crossing into Gaza on Sunday after a rocket barrage was fired by Hamas from the southern Gaza city of Rafah, in an incident that could imperil delicate hostage and cease-fire negotiations.

Israel and Hamas have been negotiating for weeks through mediators toward a potential truce that would include the release of hostages held in Gaza and of Palestinian prisoners held in Israel. At the same time, Israel has threatened to launch an operation in Rafah, where it says Hamas battalions remain intact, and where hundreds of thousands of Palestinian civilians are sheltering.
The Israeli army said about 10 projectiles were fired at Kerem Shalom, a corridor for humanitarian aid transfers that US Secretary of State Antony Blinken visited last week. Hamas’ military wing claimed responsibility for the attack, which Israel’s Foreign Ministry said in a social media post injured seven people.
The Israel Defense Forces didn’t immediately confirm the number of casualties, but said the launches took place “adjacent to the Rafah Crossing, located approximately 350 meters (0.2 miles) from civilian shelters.”
The attack came hours after Prime Minister Benjamin Netanyahu said Israel is prepared to temporarily halt the war in Gaza to gain the release of the hostages held there, but won’t agree to the Hamas demand to end the war completely. Israel’s defense minister warned that its forces continue to prepare for a potential assault on Rafah in southern Gaza.
Netanyahu’s cabinet on Sunday also approved a decision to shut down Al Jazeera’s broadcasts out of Israel under a recently-passed law, drawing quick condemnation from the Qatar-based network and the Foreign Press Association.

Netanyahu doubled down on his position on Sunday.
“We are not ready to accept a situation in which the Hamas battalions come out of their bunkers, take control of Gaza again, rebuild their military infrastructure, and return to threatening the citizens of Israel in the surrounding settlements, in the cities of the south, in all parts of the country,” Netanyahu said in a statement on Sunday. Hamas, not Israel, is preventing a deal, he added.
Giving in to Hamas’ demands would be a “terrible defeat” for Israel, a huge victory for Hamas and Iran, and would project a “terrible weakness” to Israel’s friends and enemies alike, Netanyahu said, according to a statement released by his office.
This weakness would distance any further peace agreement, Netanyahu said, in an apparent reference to potential normalization of ties with Saudi Arabia.

“This weakness will only bring the next war closer, and it will push the next peace agreement further away,” Netanyahu said. “Alliances are not made with the weak and defeated, alliances are made with the strong and victorious.”
Hamas political chief Ismail Haniyeh said in a statement that the group, which is considered a terrorist organization by the US and European Union, brought “seriousness and positivity” to the current talks.
Netanyahu, he said, wanted to “invent constant justifications for the continuation of aggression, expanding the circle of conflict, and sabotaging efforts made through various mediators and parties.”
Hamas conducted a series of contacts with mediators and with resistance factions, and held intensive meetings and consultations before sending its delegation to Cairo, he said.
Hamas is still keen to reach a comprehensive agreement that guarantees the withdrawal of Israel forces and achieves a serious prisoners/hostage exchange deal, Haniyeh added.
In response, Israeli Defense Minister Yoav Gallant said he sees indications that Hamas doesn’t want a deal, which would open the door to “intense” military activity in Rafah.
“IDF forces are ready for a powerful operation all over Gaza and especially in the Rafah area,” he said in a post on X.
Earlier on Sunday, an air strike blamed by Lebanon on Israel killed four civilians and wounded two others in a village in south Lebanon, prompting Hezbollah to fire rockets back across the border.
Israeli warplanes targeted Mays al-Jabal, causing “massive destruction,” Lebanon’s state-run National News Agency reported on Sunday. Israel hasn’t so far commented.
Hezbollah said it fired “tens” of rockets at Kiryat Shmona in response to Israel’s attack, the militant group’s Al-Manar TV reported.
Israeli forces have been exchanging cross-border fire with the Lebanon-based Hezbollah almost daily since the start of the campaign against Hamas in October. Tensions appear to have intensified with Iran-backed Hezbollah since Israel and Tehran began attacking each other directly last month.
Tens of thousands of Israelis and Lebanese have fled their homes near the borders due to ongoing cross-border fighting. That erupted around the time Hamas attacked Israel on Oct. 7, killing 1,200 people and triggering the war in Gaza that’s destroyed much of the enclave and killed more than 34,000 Palestinians. Over 100 Israelis captured by Hamas are still being held in Gaza, although it’s unclear how many are still alive.
Hezbollah is thought to have more than 100,000 fighters, many of whom are situated close to the border with Israel. The group has a far larger and more sophisticated arsenal of missiles and other weapons than Hamas. Both militant groups are considered terrorist organizations by the US.
Israeli fighter jets and artillery hit central Gaza on Thursday, the army said, as efforts to reach a new deal between Israel and the Palestinian Islamist Hamas group continue.
Israeli Air Force (IAF) “fighter jets struck armed terrorists, terrorist infrastructure, and operational tunnel shafts,” the Israel Defense Forces (IDF) said on Telegram. “The IDF continues to operate in the central Gaza Strip,” it added.
The IDF said it launched its attack after “a number of launches” on Wednesday from central Gaza against Israeli forces. A mortar shell launcher was destroyed and several armed fighters were killed, the army said. It reported no Israeli injuries.
Meanwhile Israeli Defence Minister Yoav Gallant discussed “operational developments” in northern and southern Israel in a phone call with his US counterpart, Lloyd Austin, a Gallant spokeswoman said. They also discussed efforts to release further hostages held by Hamas.
Austin also provided information about preparations for future Gaza operations. Israel has announced that it will go ahead with a controversial military operation in the city of Rafah in the south of the coastal strip if there is no early agreement on a ceasefire and the release of Israeli hostages in return for Palestinian prisoners.
In addition, humanitarian aid for the suffering population in Gaza and the opening of further crossings were also on the agenda. Aid deliveries have recently increased significantly, but the US is demanding a further increase.

The Israeli army says it has withdrawn its forces from the city of Khan Younis, the biggest in the southern Gaza Strip, as its war against Palestinian Islamist group Hamas hits the six-month mark.
“The IDF’s 98th commando division has concluded its mission in Khan Yunis. The division left the Gaza Strip in order to recuperate and prepare for future operations,” the Israel Defense Forces (IDF) said on Sunday.
A significant number of Israeli troops “continues to operate in the Gaza Strip, and will preserve the IDF’s freedom of action and its ability to conduct precise intelligence based operations,” it said.
It was initially unclear whether the withdrawal from Khan Younis marked a turning point in Israel’s strategy in the ongoing Gaza war or a new intermediate stage on the way to a possible operation in the city of Rafah on the border with Egypt.
Despite strong international opposition, Israel has been maintaining for weeks that it is planning a large-scale ground incursion into Rafah, where more than 1 million Palestinians are currently sheltering from fighting elsewhere in the sealed-off coastal area.
After tens of thousands of deaths, the vast majority among Palestinians, there is no immediate end in sight to the hostilities.
The war began on October 7 last year, when hundreds of terrorists, mainly from Hamas but also from other militant groups based in Gaza, flooded across the heavily guarded border and massacred people in nearby Israeli communities and at a music festival.
Some 1,200 people in Israel were killed, and 250 people were taken hostage back to Gaza. Since then, dozens have been released, and a few others have been found dead or freed by the Israeli army.
The unprecedented attack triggered a massive campaign of Israeli airstrikes, followed by a military ground offensive that began just weeks later in the north and has moved through every major town except Rafah in the very south.
According to Hamas authorities in Gaza, more than 32,500 Palestinians have been killed by Israeli attacks so far.
Negotiations on a ceasefire and the release of hostages held by Hamas are continuing in Cairo, while Israeli Prime Minister Benjamin Netanyahu is coming under increasing pressure both internationally and at home.
Tens of thousands of people took to the streets in Tel Aviv and other Israeli cities on Saturday evening to protest against Netanyahu’s government and demand more concerted efforts to secure the release of the hostages abducted by Hamas.
An airstrike by Israeli forces on an aid convoy in the past week provoked outrage from some of Israel’s most solid international allies.
A delegation from the Palestinian militant group Hamas plans to travel to Cairo on Sunday for negotiations over a possible ceasefire, but these talks have faltered in recent weeks.

The Israeli army is continuing its fight against the Palestinian Islamist Hamas and the Palestinian Islamic Jihad (PIJ) in the Gaza Strip, it said on Sunday, providing further details about an attack on a hospital.
Among dozens of other targets, the military bombed a suspected PIJ command centre in the courtyard of the Al-Aqsa hospital in Deir al-Balah, the Israel Defense Forces (IDF) said.
Four people were killed in the attack, according to the Gaza health authorities. A tent in the courtyard was attacked and 17 people were also injured, including four journalists, Palestinian media reported.
The IDF said members of the terrorist organization were in the jihadist command centre. However, the Gaza media office said the tent that came under attack belonged to people seeking protection.
The hospital itself was not damaged, the IDF said. The command centre was deliberately attacked in order to minimize damage to bystanders in the hospital, the army said, without giving details.
None of the information could initially be independently verified.
The statements came a day after the air force struck 80 positions in the coastal strip, including military sites and areas where Hamas members had been staying, the IDF said.
The army is continuing its operation against extremists entrenched in the Shifa hospital in the city of Gaza in the north of the coastal strip, according to the IDF. People were killed in several buildings of the hospital , according to reports, with the army saying terrorists were killed.
In a stairwell, soldiers engaged in a chase and exchange of fire with armed and high-ranking members of Hamas, killing them in the process.
The army also found hidden weapons in the maternity ward of the largest hospital in the Gaza Strip. Ammunition was found in pillows, blankets and walls, the IDF said.
Israel accuses the Islamist Hamas of systematically misusing medical facilities for military purposes, charges Hamas rejects.
Israel seeks to eliminate Hamas but faces growing criticism at home and abroad given the soaring number of civilian casualties and catastrophic humanitarian situation in Gaza.
So far, 32,782 people have been killed and 75,298 injured in Gaza according to the health authority in the Strip since the start of the war, unleashed when Hamas and other extremists killed some 1,200 people in southern Israel.
Later, the Israeli air force targeted a vehicle in neighbouring Lebanon, killing an important commander of the anti-tank unit of the Shiite militia Hezbollah.
“A short while ago, an IAF aircraft struck a vehicle in the area of Kounine in Lebanon in which Ismail Al-Zin was located. Al-Zin was a significant commander in the Anti-Tank Missile Unit of Hezbollah’s Radwan Forces,” the Israel Defense Forces (IDF) said in a post on X.
“Al-Zin was a significant source of knowledge regarding anti-tank missiles and was responsible for dozens of anti-tank missile attacks against Israeli civilians, communities and security forces.”
The information could not initially be independently verified.
The Israeli forces also said there were further rocket attacks from Lebanon on Israeli border towns on Sunday. One soldier was injured in the process. The military attacked targets in southern Lebanon in response, they said.
Cross-border military action has become an almost daily event since the Gaza War erupted late last year.
The escalation, in which there have been deaths on both sides of the border, is the worst since the 2006 Lebanon War.
